PURCELLVILLE POLICE CORPORAL PROMOTION ANNOUNCEMENT

PURCELLVILLE, Va. March 17, 2022— The Purcellville Police Department is pleased to announce the promotion of Officer Raymond Starkey to the rank of Corporal. After completing a competitive testing process, Corporal Starkey was selected to fulfill an Acting Corporal position, while undergoing an extensive eight week mentoring and training program by senior supervisors. After successful completion of this process, Corporal Starkey proved he was thoroughly prepared to take on this additional supervisory role and assume the position in a fulltime capacity.

Corporal Starkey is a Loudoun Valley High School graduate, and native to Western Loudoun County. He attended Northern Virginia Community College before transferring to George Mason University. Corporal Starkey first served as a police officer for the Prince William County Police Department for over five years. However, he always desired to work for his hometown and give back to the community where he grew up. Therefore, when the opportunity presented itself, Corporal Starkey joined the Purcellville Police Department in 2019.

In 2020, Corporal Starkey received the Mothers Against Drunk Driving (MADD) Law Enforcement Officer Award for the highest number of DUI arrests for 2019 for the Purcellville Police Department. In addition, in 2021, he was awarded a Certificate of Valor from the Loudoun Chamber of Commerce for assisting in evacuating residents of an apartment complex, which was on fire due to a vehicle crash into the building. Despite his short tenure with Purcellville, Corporal Starkey has already made a significant impact on the safety of our Town. Corporal Starkey is often found engaging in pro-active community outreach, both with businesses and residents of all ages.

Please join us in congratulating Corporal Starkey on his promotion.

The Town of Purcellville, Virginia

“Purcellville-your small Town, where history and progress intersect and people prosper,” is an award-winning town of over 10,000 residents located in Loudoun County, approximately 50 miles west of Washington, DC. Having received the prestigious Siemens Sustainability Award for Small Communities, Purcellville continues to be honored for its green initiatives with most recently being the Tree City USA recipient for the 13th year. The Town was reaffirmed as a AAA rated community by S&P Global Ratings, the highest credit rating possible, and is ranked “Safest City” in Virginia in 2020. Once a stop along the W&OD rail line, which has been converted to a multi-use trail from Alexandria, VA to Purcellville, the Town has maintained its historic old-town feel through the restoration and maintenance of its many downtown structures, reflecting the Victorian architecture popular during the early 1900s. Today, Purcellville is the economic hub of western Loudoun County and a popular weekend destination for antiquing, equestrian activities, farmer’s markets, wineries, breweries, distilleries and restaurants.
