NOTICE OF TOWN COUNCIL PUBLIC HEARING – TUESDAY, MAY 25, 2021

ESTABLISHMENT OF A FORESTED NUTRIENT MITIGATION BANK ON 95.025 ACRES OF THE TOWN’S ABERDEEN PROPERTY

 

PURCELLVILLE, Va., May 19, 2021 — On Tuesday, May 25, 2021 at 7:00 PM in Town Hall Council Chambers, located at 221 S. Nursery Avenue, Purcellville, Virginia, the Purcellville Town Council will hold a public hearing to receive comments on the Town’s establishment of a nutrient mitigation bank to be located on an approximately 95.025-acre portion of the Town’s Aberdeen Property.   The Aberdeen Property consists of approximately 190 acres in total, and is identified by Loudoun County land records as parcel identification number (PIN) 552-30-2674.  The property is addressed as:  16385 SHORT HILL ROAD.

 

Land within the nutrient mitigation bank would be converted from a cropland to a forested condition, which would have the effect of reducing the volume of nutrients and sediments in local tributaries, including downstream water resources.  The Virginia Department of Environmental Quality (“DEQ”) will issue “credits” for the reduction in nutrients and sediments achieved on the Aberdeen property, which credits can then be sold to generate revenue for the Town.   In order to participate in this DEQ program, the Town must: (1) place a Declaration of Restriction on the property, which requires that the land within the 95.025-acre nutrient mitigation bank be reserved and maintained as a forest, (2) grant a deed of easement or a license to its mitigation bank partner, Davey Resource Group, Inc., in order to allow Davey to develop and operate the nutrient mitigation bank, and (3) approve a contract governing the nutrient mitigation bank partnership between the Town and Davey Resource Group, Inc., which contract would also allow Davey to pursue other types of environmental credits on the Aberdeen property, such as stream mitigation, stream restoration, wetland mitigation, and carbon sequestration.  

 

Comments concerning this project and these three documents can be offered to the Town Council at this public hearing.  A copy of each document is on file in the Clerk’s office.
