GUIDELINES FOR OPERATION DURING COVID-19 RESTRICTIONS
Per Governor of Virginia Phase 2 Guidelines
PURCELLVILLE, Va., June 10, 2020 — The Town of Purcellville is entering Phase 2 of the Governor of Virginia’s reopening plan on Friday, June 12, 2020. The following limitations remain in place. Please refer to the full text of Executive Order 65, as well as the additional Business Sector specific guidelines for questions. In addition, please remember that face coverings are required in public, indoor settings, with limited exceptions. Refer to Executive Order 63 for additional face covering guidelines. Essential Retail (grocery stores, pharmacies, dollar stores, home improvement stores, auto parts stores and repair shops, pet stores, dry cleaners, banks, etc.):
- May continue operations
- No limit on number of patrons
- Must ensure that patrons can adhere to social/physical distancing
- Employers must provide face coverings to employees
- Regularly clean and disinfect common areas
Farmers Markets:
- May remain open providing social distancing is followed
- Employees and vendors must wear face coverings in customer-facing areas
- Must conduct regular cleaning and disinfecting of frequently contacted surfaces
- Vendors must supply hand sanitizer stations or hand washing stations for patrons and employees
Fitness and Exercise Facilities:
- Patrons must remain at least 10 feet apart
- Maximum 30% occupancy or 50 person for group exercise classes
- Must supply hand sanitizer or hand washing stations for patrons
- Must ensure cleaning and disinfection of shared equipment after each use
- Restrictions on pool use; hot tubs and spas must remain closed
Non-Essential Retail (clothing shops, boutiques, etc.):
- May continue operations
- Must limit number of patrons to 50% of occupancy
- Must ensure that patrons can adhere to social/physical distancing
- Regularly clean and disinfect common areas
Personal Care & Grooming Services (beauty salons, barbershops, nail salons, spas, massage centers, tanning salons, tattoo shops):
- Occupancy must not exceed 50% capacity
- Must have six feet of physical distancing between work stations
- Employees must wear face coverings
- Customers must wear face coverings while receiving service, business will provide face covering if client does not bring one
- Services are limited to those that can be completed without clients removing their face covering
- Regularly clean and disinfect contacted services every 60 minutes, as well as all personal care/grooming tools after each use
Professional, non-retail businesses:
- Encourage teleworking as much as possible
- Must ensure that employees can adhere to social/physical distancing
- Regularly clean and disinfect common areas
Public and Private Social Clubs:
- May reopen providing they abide by the gathering ban of no more than 50 individuals
Religious Services:
- May conduct indoor services at 50% capacity
- Individuals not in the same family must stay six feet apart when seated and practice proper social distancing
- Recommend face coverings for those attending services
- No items passed between non-family members
- Any items used to distribute food or beverages must be disposable and discarded after single use
- Thorough cleaning and disinfection of contact surfaces after each service
- Post signage with health reminders
Restaurants, Dining Establishments, Breweries, Microbreweries, Distilleries, Wineries, and Tasting Rooms:
- May operate at 50% indoor capacity, with continued outdoor seating options
- Patrons must adhere to social/physical distancing
- Occupied tables must be positioned six feet apart from other patron-filled tables
- Parties limited to 50 patrons or less
- Bar areas must remained closed, except for non-bar seating that is six feet apart
- No self-service food (except beverages, where allowed), including condiments
Recreational and Entertainment Business:
- Outdoor performing arts venues, outdoor concert venues, outdoor sports venues, outdoor museums, etc. may reopen, provided specific guidelines are met, including not exceeding 50% capacity
Recreational Sports:
- Indoor and outdoor recreational sport activities are permitted providing participants and organizers comply with the sector-specific guidelines
- Ten feet of physical distance among all those involved, except for incidental contact
- Total number of attendees cannot exceed 50% occupancy
- Sports played on a field, attendees are limited to 50 persons per field
- However, for youth sports, parents, guardians, and other caretakers supervising the children are an exception to the above persons limit
Restricted businesses that may NOT be open at this time:
- May not be open:
- Indoor theaters, indoor performing arts centers, indoor concert venues, indoor museums, etc.
- Skating rinks, arcades, bowling alleys, fairs, arts & crafts facilities, and other indoor public amusement places
- Overnight summer camps are prohibited
**ALL PUBLIC AND PRIVATE IN-PERSON GATHERINGS OF MORE THAN 50 INDIVIDUALS ARE PROHIBITED.
- Presence of more than 50 individuals performing functions of their employment (i.e. police officers, fire and rescue personnel, grocery workers, etc.) is not a “gathering”
- “Gathering” includes, but not limited to parties, celebrations, or other social events, whether they occur indoors or outdoors
- Does not apply to gathering of family members living in the same residence
