PURCELLVILLE, Va., February 3, 2020 – With the goal of resetting the 90-day review and comment clock established by state law, and to ensure that the general public has a full complete and revised document with corresponding future land use maps, the Town Council has postponed the scheduled public hearing, which was to take place on Tuesday, February 11, 2020 at 7:00 PM. It is anticipated that a new public hearing will be scheduled some time in the late spring of 2020.
Completing a five year effort, the Planning Commission forwarded its final recommendations of the 2030 Comprehensive Plan to the Town Council setting a 90-day Council review in the fall and again in the winter of 2019. Over this period, the Town Council has combed through each page, text, map, and illustration of the plan document to review and provide Council commentary of the Planning Commission’s recommendations.
This Town Council effort created 342 individual comments as submitted from each of our seven Council members. The comments ranged from editorial to substantive and suggested amendments to policy recommendations and future land use designations.
In the month of January 2020, the Council held seven special work sessions and entertained comments from landowners and the general public to further refine their commentary. In addition, the Council received advice and counsel from key members of the management team including the Town Manager, Town Attorney, Director of Community Development and Senior Planner. Following this process, the Council successfully adjudicated all comments and reached a general consensus giving clear direction to staff to amend, append and revise a final document.
In an effort to ensure that all parties have a clear, readable copy of the final document, the Council consensus will be forwarded to the Town’s planning consultant requesting them to incorporate all agreed changes into the final document. Once the final document is received, the Town will reschedule a public hearing, affording residents, landowners and interested parties the ability to review the final document online or by hard copy available at Town Hall.
