Phase 1 Reopening Guidelines

In response to the economic hardship that many in our business community are facing due to the mandatory closures of our indoor dining establishments, the town is implementing a business relief strategy to promote outdoor dining and, in some cases, outdoor libations. Per emergency rules and regulations established by the State, County, Town, health community and the Virginia Alcohol Beverage Control Authority, these rules and regulations amend, append and/or supersede normal business regulations and zoning ordinance requirements, and are being issued under the legal authority provided to the Town Manager by the Town Council as the Director of Emergency Management.

The Town of Purcellville is encouraging all local restaurants to take advantage of the new interagency and interdepartmental emergency guidelines to permit safe outdoor dining during the transition to normal operations. To take advantage of this new opportunity, restaurant owners are encouraged to complete the attached application and return it to the Department of Engineering, Planning & Development for review and approval.

Our Engineering, Planning and Development team have established an interim application process, which includes comprehensive guidelines to ensure that you are meeting the Governor’s orders issued under Executive Orders 61 and 63, the CDC’s social distance guidelines, County health recommendations to mitigate and/or reduce COVID-19 community spread. Lastly, the administration has coordinated with the Loudoun County Building Dept. to ensure that any temporary tents that are utilized for this opportunity are installed under proper safety protocol.
