REAL TAXABLE PROPERTY (Rate is per $100 of Assessed Value)

Tax Rates:
 2023 Real Taxable Property - .205 cents
 2023 Fireman's Field Service District - 3.0 cents
 2023 Public Service Real Taxable Property - 205 cents

  • Tax payments are due June 5 and December 5 to Loudoun County as of January 1, 2022
  • Late Payment Penalty –
    • 10% or $10.00 whichever is greater, first business day after tax due
  • Assessments are appraised at 100% of the property’s fair market value by Loudoun County Commissioner of Revenue(703-777-0260).
  • Tax Relief for Disabled/Elderly - A real estate tax exemption is available for qualified property owners who are permanently disabled veterans or over 65 years of age. Please contact the Loudoun County Commissioner of Revenue (703-777-0260) for applications and program administration.
  • Delinquent Taxes- All delinquent real estate taxes will constitute a lien on the property (Code of Virginia §58.1-3340). The taxpayer will be responsible for collection costs. 
  • Fireman’s Field Service Tax District - The revenue generated by this special levy may only be used to benefit Fireman’s Field and other recreational or cultural properties within the Town limits, including the maintenance and operation of facilities, the acquisition of land and the construction or installation of improvements. The district is regulated under Town Code Chapter 74, Article VIII and includes all real property located within the Town limits.

 Personal Tangible Property/Vehicles - $1.05
 Business Tangible Property - .55
  (Business Property Examples: Furniture & Fixtures, Computers, Machinery & Tools, Heavy Equipment)

  • Tax payments are due on May 5 and October 5 to Loudoun County as of January 1, 2022
  • Late Payment Penalty –
      • 10% or $10.00 whichever is greater, first business day after tax due
      • Additional 15% penalty will be added to unpaid taxes 60 days after due date
  • Assessments are appraised at 100% of the property’s fair market value by Loudoun County Commissioner of Revenue (703-777-0260).

  • Delinquent Personal Property Tax - All taxes must be paid in full. The Town utilizes delinquent tax collection action including DMV Stop Program (withholds ability to register vehicle); a collection agency; and the Virginia Set-Off-Debt program in which the Town may claim the taxpayer’s State Income Tax Refunds. The taxpayer will be responsible for collection costs.

Vehicles must be registered after purchase or relocating to Purcellville with the Virginia Department of Motor Vehicles (within 30 days) and with Loudoun County (within 60 days).  Failure to report will result in penalties. 

VEHICLE LICENSE FEE

  • As of January 1, 2018, Town citizens no longer need to display windshield decals as proof of registration.
  • On January 1, 2022, Loudoun County assumed responsibility for billing and collection of vehicle license fees for Purcellville.
  • Vehicle License Fee is $25
  • Due on the May 5, billed on personal property tax bill
  • Vehicle license fees prior to January 1, 2022 will be collected by the Town of Purcellville. 
  • Vehicle license fee prior to 2022 for cars/trucks $27 and motorcycles $15.

NEW TO PURCELLVILLE?

The Town of Purcellville is not fully funded by Loudoun County. Taxes collected on behalf of the Town are used to pay for Government operations including Police, street maintenance and sidewalks, trash, recycling and yard waste collection, Building/ Zoning Enforcement and Inspections, Parks and Recreation, and Economic Development. 

County Taxes are used to pay for Schools, Public Safety-Fire/Rescue, Sheriff/Jail, Libraries, Animal Control, Election Services, Community Centers, Mental Health and Welfare Programs.

• If you moved from Loudoun County, please contact the Loudoun County Commissioner of Revenue (703-777-0260) to change your jurisdictional code to Purcellville so that you are not billed for a Loudoun County decal.

MOVING OUT OF PURCELLVILLE?

• Please contact the Loudoun County Commissioner of Revenue (703-777-0260) to update your personal property tax records. 


Disputing a Personal Property tax bill (2021 and Prior)?

Please complete the bill dispute request form. Disputing a bill will not relieve the customer from payment of tax and applicable penalties and interest if Loudoun County deems the personal property is registered in Purcellville as of January 1 of any tax year. A member of the Finance Department will research your request and follow up with you.


Penalty Appeal Process per State Code
