PAYMENT INFORMATION
- The Finance Department is open Monday through Friday- 8 am to 5 pm
- The Finance Department is located at 130 East Main Street, Purcellville.
- Payment Drop Box- A payment drop box is located on the west side of the building. Payments placed in the Town’s drop box before 8 am on the day following the due date are accepted as timely. After that time, payments will be considered late and subject to penalty.
- Payments postmarked by the US Mail on or before due dates are accepted as timely.
- A returned check fee of $35 will be applied to all checks dishonored by the bank. The Town will only accept cash or money order as payment following a returned check. A check payment from another bank or third party will not be accepted as payment.

REAL ESTATE TAXES
- 2009 Tax Rate- 22.5 cents per $100 assessed value
- Tax payments are due June 5 and December 5
- Late Payment Penalty - 10%
- Interest - 10% per annum
- Assessments are appraised at 100% of the property’s fair market value by Loudoun County Department of Financial Services (703-777-0290).
- Tax Relief for Disabled/Elderly - A real estate tax exemption is available for qualified property owners who are permanently disabled or over 65 years of age with a gross combined income and net worth less than $72,000 and $440,000. Please contact the Loudoun County Commissioner of Revenue (703-777-0260) for applications and program administration.
- Delinquent Taxes- All delinquent real estate taxes will constitute a lien on the property (Code of Virginia §58.1-3340). The Town also utilizes other delinquent tax collection actions including the Virginia Set-Off-Debt program in which the Town may claim the taxpayer’s State Income Tax Refunds and/or lottery winnings. The taxpayer will be responsible for collection costs.

PERSONAL PROPERTY TAXES
Vehicles - $1.05 per $100 assessed value for current year
Machinery & Tools - .55 cents per $100 assessed value for current year
Computers - .55 cents per $100 assessed value for current year
Business Personal Property - .55 cents per $100 assessed value for current year
- Tax payments are due June 5.
- Late Payment Penalty - 10%
- Interest - 10% per annum
- Assessments are appraised at 100% of the property’s fair market value by Loudoun County Commissioner of Revenue (703-777-0260).
- Personal Property Tax Relief Act - Qualified vehicles will receive relief at the rate of 48% in 2008 from the State of Virginia under this act.
- Non Prorating - The Town of Purcellville does not prorate personal property taxes. The property owner will be taxes on all property located in the Town on January 1 of each tax year.
- Delinquent Taxes- All taxes must be paid in full in order to obtain a Town of Purcellville vehicle decal. The Town also utilized other delinquent tax collection action including a collection agency and the Virginia Set-Off-Debt program in which the Town may claim the taxpayer’s State Income Tax Refunds. The taxpayer will be responsible for collection costs.

TOWN VEHICLE DECALS
- New Decal - A resident may purchase a vehicle decal by completing the Decal Application form, attaching a copy of the current Virginia Department of Motor Vehicle Registration form specific to that vehicle and making payment. This may be accomplished in person at the Town Office, by mail or use of the convenient drop box located on the west side of the Town Office building. If you use the mail or drop box, the Town will return your decal by mail.
- Transfer Decal- Residents may transfer a valid decal issued by another Virginia locality to a Town of Purcellville decal for a fee of $1.00. To do so, you must scrape off the other localities valid decal and present it at the time of purchase with the other documentation listed above.
- Decal Renewal Date- All decals must be renewed by June 30th each year.
- Delinquent Personal Property Tax- All taxes must be paid in full in order to obtain a Town of Purcellville vehicle decal. The Town also utilized other delinquent tax collection action including a collection agency and the Virginia Set-Off-Debt program in which the Town may claim the taxpayer’s State Income Tax Refunds. The taxpayer will be responsible for collection costs.
Fees:
=> Cars and Trucks- $25
=> Motorcycles- $15
=> Prorated Fees- Decals fees will be reduced to half price ($12.50/$7.50)
from July 1st through September 30th each year. Decals fees will be a
third price ($8.00/$5.00) from October 1st through December 31st each year.
=> Military- One decal will be issued at no charge for a member of the military
who presents a military ID and leave and earnings statement at the
time of purchase for a fee of $1.00.
=> Antique Vehicles- The decal fee for a vehicle classified as antique on the
DMV registration is $1.00
=> Fire and Rescue Volunteers- The Loudoun County Department of Management
Services provides the Town a listing of qualified volunteers based on service.
The Town will issue a decal at no charge for the specific vehicle owned by
the qualified volunteer as specified by this program.

MOVING OUT OF PURCELLVILLE?
- Please contact the Loudoun County Commissioner of Revenue (703-777-0260) to update your personal property tax records.
- In November, you will receive a bill for any property/vehicles located in the Town of Purcellville on January 1 because Purcellville is a non-prorating locality.

NEW TO PURCELLVILLE?
- You need to purchase and display a Town decal beside their State Inspection sticker within 30 days of moving into the Town of Purcellville.
- If you moved from Loudoun County, please contact the Loudoun County Commissioner of Revenue (703-777-0260) to change your jurisdictional code to Purcellville so that you are not billed for a Loudoun County decal.
- In most cases, you will not receive a personal property tax bill your first year in Purcellville. Purcellville is a non-prorating locality and only taxes vehicles located in the Town of Purcellville on January.

WATER AND SEWER BILLS
- The Town of Purcellville mails water and sewer bills bimonthly at the first of February, April, June, August, October and December.
- The bills are due the first business day of the following month.

- Delinquent Accounts-The property owner is responsible for timely payment of water and sewer fees and charges (Code of Virginia §15.2-2119). Landlords are responsible for delinquent balances owned by tenants. After notification, the Town will shut off the water service to delinquent accounts. The connection will not be reestablished until all fees and charges, including the disconnection fee, are paid in full. The Town also utilized other delinquent collection action including a collection agency and the Virginia Set-Off-Debt program in which the Town may claim the taxpayer’s State Income Tax Refunds.The taxpayer will be responsible for collection costs.
